Biography

Harmon L. (Monty) Cooper practices in the areas of complex civil, environmental, and commercial litigation.  Mr. Cooper serves as a member of a national coordinating defense counsel team for major petroleum companies in multidistrict litigation involving MTBE contamination of groundwater, which has included defending nuisance, trespass, and failure-to-warn claims.  He has taken and defended numerous depositions, including defending 30(b)(6) depositions of engineers on groundwater-remediation issues.  He has worked with hydrogeologists and engineers in preparing expert reports regarding groundwater contamination at retail stations and water utility districts.  He has also assisted the defense of a major petroleum company against Comprehensive Environmental Response, Compensation, and Liability Act and common law claims seeking contribution for environmental remediation costs.

Other Distinctions

Mr. Cooper served as an editor of the William and Mary Law Review and was named a Benjamin Rush Scholar.  After law school, he served as a judicial clerk to the Hon. Patrick Michael Duffy of the U.S. District Court for the District of South Carolina.  Mr. Cooper has been named a “Rising Star” in business litigation by the rating service Super Lawyers and has been honored by the National Bar Association with its “2013 Nation’s Best Advocates: 40 Lawyers Under 40” award.  He has also been named to Lawyers of Color, LLC’s Inaugural Hot List for the Mid-Atlantic Region.
