California continues to modify statues governing health insurance in response to the federal Patient Protection and Affordable Care Act. Senate Bill 51 requires health insurers to provide rebates to insureds if the individual, small group or large group market do not meet the "medical loss ratio" requirement established by the federal health care reform law.
